U.S.-China Climate Change Working Group (CCWG)

The U.S.-China Climate Change Working Group (CCWG), first launched in April 2013, is a comprehensive framework for facilitating constructive U.S.-China cooperation and dialogue on climate change. The CCWG currently includes nine action initiatives covering major sectors of the economy, and features the active engagement of a broad set of national and local interagency actors in both governments, as well as civil society, academia, and private sector partners.

CCWG Climate-Smart / Low-Carbon Cities Initiative and the Summits

The Climate-Smart / Low-Carbon Cities Initiative of the CCWG was launched in November 2014 in the Presidential U.S.-China Joint Announcement on Climate Change. A key feature of the Climate-Smart / Low-Carbon Cities Initiative is that the United States and China will hold an annual Climate-Smart / Low-Carbon Cities Summit.

The first Summit was held in September 2015 in Los Angeles. The second Summit was held in June 2016 in Beijing. The 2017 Summit will be held in Boston. The Summit includes multiple elements, including a high-level plenary at which leaders declare their resolve, ambition, and actions on climate change; working-level technical exchanges to share experience and best practices; and an exhibition to highlight solutions to climate mitigation and resiliency.

2016 Summit

The 2016 U.S.-China Climate-Smart / Low-Carbon Cities Summit was hosted by the Beijing Municipal Government and the Beijing Municipal Development and Reform Commission on June 7 and 8, 2016 in Beijing, China.

Declaration

The U.S.-China Climate Leaders Declaration was first launched at the 2015 Summit in Los Angeles, where it was signed by a diverse set of over two dozen U.S. and Chinese cities, states, and provinces. At the 2016 Summit in Beijing, 66 cities, states, provinces, and counties endorsed the Declaration.

2015 Summit

The 2015 U.S.-China Climate-Smart / Low-Carbon Cities Summit (called the U.S.-China Climate Leaders Summit for short) was hosted by Mayor Eric Garcetti and the City of Los Angeles on September 15 and 16, 2015 in Los Angeles, CA, U.S.

U.S.-China Low-Carbon City Action Planning and Technology Solutions Workshop

On January 22, 2017 in Shenzhen, China, LBNL, alongside Shenzhen IBR and the US-China Energy Cooperation Program (ECP), co-hosted an event to “cap-off” its six years of training on its suite low-emission planning tools in China, entitled, “U.S.-China Low Carbon City Action Planning and Technology Solutions Workshop.” The day-long workshop was sponsored by the US DOE Office of Energy Efficiency and Renewable Energy (EERE), DOE’s US-China Clean Energy Research Center Building Energy Efficiency (CERC-BEE) program, and the Shenzhen Institute of Building Research (IBR).
